I am looking for an experienced U.S. customs / trade compliance expert to help me legally minimize import duties and tariffs and ensure my shipments are correctly classified and compliant with U.S. Customs and Border Protection (CBP) regulations. This is not about illegal tariff evasion. I am specifically looking for lawful, documented strategies such as proper HTS classification, First Sale Rule eligibility, product positioning, and import structuring.
Scope of Work
First Sale Rule Assessment - Review my current supplier setup (direct artisan sourcing). Confirm whether I qualify for the First Sale Rule. Provide guidance on required documentation (invoices, payment proof, contracts).
Tariff & Cost Optimization - Analyze current and potential duty exposure. Recommend legal strategies to reduce total landed cost. Advise on shipment structuring for small-value consignments.
The person should be a specialist and should be able to take my entire crochet-product catalog from zero to fully compliant, duty-efficient importation. Every SKU is currently unclassified, so the first milestone is to build an accurate HTS schedule that stands up to CBP scrutiny.
Once the codes are in place, I want a clear, data-driven analysis of the landed cost for each item and practical strategies to reduce or legally defer duties—whether that involves re-engineering descriptions, leveraging trade programs, or optimizing shipment structure. Finally, I need all supporting paperwork templates and procedural guidance so my operations team can keep every entry compliant without constant outside help.
Deliverables (all in one project archive):
• Master spreadsheet listing each product, its vetted HTS code, duty rate, and explanatory notes
• Cost-impact report comparing current versus optimized duty scenarios, with recommended action steps
