Overview:
The Manager, Trade Compliance & CTPAT will support the Director, Trade & Customs Compliance in the execution, oversight, and continuous improvement of U.S. import trade compliance activities while serving as the operational owner of the company’s CTPAT (Customs Trade Partnership Against Terrorism) program.
This role is intended for an early‑ to mid‑career import trade compliance professional with practical, hands‑on experience supporting core compliance functions in the areas of tariff classification, customs valuation, country‑of‑origin analysis and determinations, free trade agreements, and trade remedies. The position provides broad exposure to import compliance operations, regulatory risk management, and cross‑functional decision‑making, with opportunities to deepen technical expertise under the direction of the Director.
This role will work closely with customs brokers and internal stakeholders – including logistics, supply chain, and manufacturing teams – to help ensure accurate import transactions, effective resolution of compliance and operational issues, and alignment with U.S. Customs regulations. Acting as a key coordination point between operations and compliance, the position will support audits, regulatory changes, and continuous improvement initiatives, while escalating complex or high-risk matters to the Director for guidance and resolution.
This role offers increased responsibility, visibility, and leadership experience through direct ownership of the company’s CTPAT program. The position will lead CTPAT validations and revalidation audits, while further developing, implementing, and maintaining Hisense’s CTPAT compliance program across its global supply chain operations. Through program leadership, cross functional coordination, and direct interaction with U.S. Customs and Border Protection, this role provides meaningful exposure to compliance leadership while supporting continued professional growth within trade and customs compliance.
Duties/Responsibilities:
- Support day‑to‑day U.S. import trade compliance activities, including coordination with customs brokers to ensure accurate, timely, and compliant import filings
- Review, manage, and maintain import compliance data and shipment documentation for accuracy, compliance and recordkeeping purposes
- Assist with tariff classification, customs valuation, country‑of‑origin analysis, and free trade agreement projects and assessments
- Partner with logistics, supply chain, and manufacturing teams to identify compliance risks, address operational issues, and implement compliance into daily activities
- Support implementation of regulatory changes impacting U.S. imports, to include tariff updates, trade remedies, program changes, and new CBP guidance
- Assist with post‑entry reviews, CBP inquiries, and recordkeeping compliance to support regulatory readiness and risk mitigation
- Participate in internal import compliance audits and transaction reviews, supporting remediation of findings and corrective action planning
- Lead the further development, implementation, and continuous improvement of the company’s CTPAT program
- Maintain, update, and oversee the company’s CTPAT portal
- Perform an annual Risk Assessment and implement mitigation strategies
- Lead all importer CTPAT validations and revalidations, while supporting validations and revalidations of Hisense affiliates
- Review and update all company CTPAT processes, policies, procedures, contracts, and trainings at least annually, while ensuring timely submission of the annual CTPAT Security Profile
- Document and investigate all supply chain security breaches, address all corrective action findings, and report supply chain breach details and findings to Hisense leadership and CBP, as necessary
- Engage with foreign suppliers, carriers, warehouses, and other supply chain partners to ensure CTPAT compliance throughout the global supply chain via survey assessments, contract agreements, on-site audits, and other due diligences
Qualifications:
- 3–5 years of experience supporting U.S. import trade compliance activities within a corporate, brokerage, or consulting environment
- Previous experience with core import compliance disciplines, including tariff classification, customs valuation, country‑of‑origin determinations, free trade agreements, and trade remedy programs
- Previous experience working with U.S. Customs and US/MX border operations
- Experience working with customs brokers on entry compliance, including data accuracy, compliance issue escalation, and implementation of corrective actions
- Exposure to CTPAT program requirements and supply chain security concepts; direct program ownership or validation experience preferred
- Strong project management, organizational, and analytical skills
- Strong communication and interpersonal skills, with the ability to work independently and collaboratively across departments
- Bachelor’s Degree
- Ability to travel domestically and internationally (MX), as needed
